The Project BESPAT (Best European Policies, Analysis and Transference in PHS) starts

The project BESPAT (Best European Policies, Analysis and Transference in PHS), coordinated by Confesal (Business Confederation of Labour Companies of Spain) has started its activities with the celebration of its first transnational meeting in December, in Madrid. The general objective of this initiative is to identify and exchange good practices regarding policies and actions in Personal and Household Services (as defined in the EU as PHS), carried out by governments and stakeholders of the countries that are involved in the project. This program, framed in the European initiative Progress, has a duration of 18 months and involves, under the coordination of Confesal, entities like DIESIS, ALDA, REVES and SNS Foundation. The project will promote new forms of collaboration through partnerships between public and private actors in the labor market.
The core of the project is to identify and exchange good practices across Europe about policies and actions in the field of PHS (services to people and home according to the EU denomination) in order to define Policies and actions, proposals and methodology to promote efficiency of these services:
•To define the criteria for identifying good practices of policies and actions carried out in the Personal and Household Services Sector.
•To identify relevant stakeholders in the partners’ countries.
• To collect good practices in the field of PHS and develop a good practices guide.
• To analyze and categorize the good practices and to develop a Guide that includes policies, actions and methodology of application: Research and Proposals PHS Guide.
• To transfer the results

Personal and household services has become one of the most important topic in de EC social Agenda

This sector covers a broad range of activities that contribute to well-being at home of families and individuals: child care, long term care for the elderly and for persons with disabilities, cleaning, remedial classes, home repairs, gardening, ICT support, etc . DIESIS, for 20 years at the centre of Social Economy in Europe, is aware of its importance and discussed it on the 4th of June in Brussels in the context of an international workshop, with members of the Institutions and representatives of the most important European networks. The workshop was organised in the context of the BESPAT project (Best European Policies, Analysis and Transference in PHS). BESPAT is a PROGRESS project aiming at identifying and exchanging Good Practices all over Europe regarding the policies and actions in the sector of Personal and Household Services. The workshop was introduced by Dorotea Daniele (DIESIS) who, together with Federico Camporesi (DIESIS), presented BESPAT and its objectives. It was followed by 2 panels and a round table that saw the intervention of members of the European Commission (Patricia Pedelabad from DG EMPL and Kirin Nikolov from DG GROW) and stakeholders from the most relevant networks at European level (Dorotea Daniele and Toby Johnson from DIESIS, Denis Stokkink from PLS, Luigi Martignetti and Jan Olsson from REVES, Arnaud Breuil from ICOSI, Laura Jones from EPR and Anna Harvey from UNI-Europe). The workshop, attended by a participative and active audience, was the occasion to present the BESPAT project, its approach and methodology and the practices collected so far. It was also the occasion exchange ideas and discusses the challenges that the PHS sector faces at European level and in the frame of the EU 2020 agenda.

Confesal and its BESPAT partners design the main action lines in Perugia
|
Confesal and its transnational partners met in the Italian city of Perugia, with the aim of drawing the main activities and progress in the dissemination of the European project BESPAT (Best European Policies, Analysis and Transference in PHS). In this second transnational meeting it has been analyzed the project and various aspects related to efficiency criteria and the identification of best practices in the field of PHS in the different countries involved in the project. BESPAT takes into account, among others, the specific framework on legislation, social dialogue, coordination methods, the system of support for innovation, new technologies, new labor organizations, as a way to define policies and actions to promote quality and efficiency of these services to household.

Confesal will present the project BESPAT in Madrid on 18 June
Next 18 June will be held in Madrid the presentation of BESPAT project. Confesal will present the details of this European initiative to the different stakeholders involved in the PHS. It is expected to be attended by business representatives in PHS, political and social agents and beneficiaries of those services.
